Purpose, Scope, Basis, and Definitions
Purpose
ARTICLE 1 – (1) The purpose of this regulation is to establish the principles and procedures regarding the purpose, fields of activity, administrative bodies, and working methods of the Maltepe University Environmental and Energy Technologies Application and Research Center.
Scope
ARTICLE 2 – (1) This regulation covers the provisions regarding the purpose, fields of activity, administrative bodies, and the duties and working principles of the administrative bodies of the Maltepe University Environmental and Energy Technologies Application and Research Center.
Basis
ARTICLE 3 – (1) This regulation has been prepared based on Article 7, paragraph (d), subparagraph (2), and Article 14 of the Higher Education Law No. 2547, dated 4/11/1981.
Definitions
ARTICLE 4 – (1) In this regulation, the following terms shall mean:
a) Center: Maltepe University Environmental and Energy Technologies Application and Research Center,
b) Center Director: The Director of the Center,
c) Board of Trustees: The Board of Trustees of Maltepe University,
d) Rector: The Rector of Maltepe University,
e) University: Maltepe University,
f) Board of Directors: The Board of Directors of the Center.
SECOND SECTION
Purpose and Fields of Activity of the Center
Purpose of the Center
ARTICLE 5 – (1) The purposes of the Center are as follows:
a) Conducting applied research in environmental and energy technologies and developing technologies, including:
- Conducting R&D studies to improve efficiency in the use of conventional energy sources such as coal, oil, natural gas, and nuclear energy, and minimizing their potential negative environmental impacts by developing new methods, processes, and technologies,
- Researching and developing methods, processes, and technologies for clean energy production using alternative and renewable energy sources such as wind, solar, geothermal, and biomass, and transferring these to practical applications,
- Conducting R&D studies on the use of new and clean energy sources in vehicles and implementing related technologies,
- Determining the energy consumption performance of land, sea, air, and space transportation vehicles and buildings, developing advanced materials, methods, and technologies to ensure efficient energy use and reduce energy loss.
b) Conducting interdisciplinary basic sciences, engineering, architecture, and urban planning research to develop advanced products, methods, processes, and technologies in environmental and energy technology by coordinating different scientific and technological fields,
c) Conducting environmental and energy technology-related evaluations from legal perspectives when necessary and providing expert opinions,
d) Training expert researchers and faculty members in environmental and energy technologies,
e) Facilitating collaboration among industry, universities, and other research institutions, developing and executing joint projects,
f) Contributing to Turkey’s environmental and energy technology R&D activities with infrastructure, projects, and trained personnel,
g) Supporting studies conducted in the university’s science, engineering, and architecture departments on environmental and energy technologies and creating a platform for interdisciplinary collaboration,
h) Assisting in the dissemination and application of developed technologies.
Fields of Activity of the Center
ARTICLE 6 – (1) The Center's fields of activity are as follows:
a) Conducting research, supporting, and organizing conferences, seminars, and symposiums on environmental and energy technologies and the use of alternative/renewable energy sources,
b) Assisting in research coordination between institutions and providing consultancy and expertise,
c) Conducting educational programs on environmental and energy technologies, improving training and management tools,
d) Organizing certification programs, collaborating with relevant professional organizations,
e) Establishing collaborations with domestic and international universities for research projects and academic exchange programs,
f) Providing consultancy, project design, and other services to public and private institutions,
g) Publishing research results in national and international scientific journals.
THIRD SECTION
Administrative Bodies and Their Duties
Administrative Bodies of the Center
ARTICLE 7 – (1) The administrative bodies of the Center are:
a) Center Director,
b) Board of Directors.
Center Director
ARTICLE 8 – (1) The Director is appointed for three years from among the faculty members of the University specializing in environmental and energy technologies, upon the recommendation of the Rector and the approval of the Board of Trustees.
(2) If the Director is absent, a member of the Board of Directors shall act as Deputy Director.
(3) If the Director resigns or remains absent for more than six months, a new Director is appointed through the same procedure.
Duties of the Center Director
ARTICLE 9 – (1) The duties of the Center Director are:
a) Representing the Center and ensuring its activities align with its objectives,
b) Calling and chairing meetings of the Board of Directors,
c) Overseeing staff selection and assignments,
d) Preparing strategic plans, budgets, and research programs for approval,
e) Implementing Board decisions,
f) Organizing and supervising research groups within the Center,
g) Submitting annual activity reports and plans to the Rector.
Board of Directors
ARTICLE 10 – (1) The Board of Directors consists of five members, including the Director, appointed based on expertise and industry collaboration potential.
(2) The Director chairs the Board of Directors.
(3) The Board meets at least four times a year and makes decisions by majority vote.
(4) Board members serve for three years and may be reappointed.
Duties of the Board of Directors
ARTICLE 11 – (1) The duties of the Board of Directors are:
a) Approving research programs and operational strategies,
b) Deciding on research areas and implementing policies,
c) Evaluating new research collaborations and budget plans,
d) Establishing and overseeing new research units,
e) Ensuring compliance with ethical and scientific standards.
FOURTH SECTION
Final Provisions
Enforcement
ARTICLE 12 – (1) This regulation comes into effect on the date of its publication.
Execution
ARTICLE 13 – (1) The provisions of this regulation are executed by the Rector of Maltepe University.
